Agni – A Digital Public Good for Interoperable Health Registries

Healthcare systems in the developing world face persistent challenges of fragmented data, limited interoperability, and underutilization of health information for decision-making. Agni (agni.thelattice.in) is an open-source digital public good created by Lattice Innovations to address these challenges by enabling rapid deployment of disease- and program-specific registries built on global standards such as HL7 FHIR.

Designed for scale and resource-constrained settings, Agni supports offline-first functionality for frontline workers, seamless integration with existing systems, and strict adherence to interoperability protocols. Its first major deployment, Heartcare Vanuatu (funded by WHO), is already strengthening national non-communicable disease programs by standardizing cardiovascular health data collection across the country.

Beyond registry deployment, Agni lays the groundwork for applied AI in healthcare. By consolidating high-quality, structured, and interoperable datasets, the platform enables machine learning applications ranging from risk prediction to program optimization and real-time surveillance. In low- and middle-income countries, where health burdens are high and resources limited, such insights can deliver outsized impact.

This presentation will highlight Agni’s role as a digital public good, its early successes, and its potential to unlock AI-driven transformation in global health.

Soura Bhattacharyya

Soura Bhattacharyya is a healthcare executive with over 23 years of experience, including more than a decade as an entrepreneur. His career spans leadership and operations roles in both India and the USA, with a focus on applying the principles of Kaizen (continuous improvement) to drive innovation.

As the Co-founder and CEO of Lattice Innovations, a healthcare systems design and software development firm based in Delhi, he has collaborated with a diverse range of clients, from Fortune 500 companies and global organizations like the WHO and UNDP to Indian non-profits and startups. His notable achievements include leading the development of a population health registry for the Government of Tamil Nadu, which managed over 20 million health records, and designing digital health architectures and systems for the governments of Vanuatu and Mauritius.

Before founding Lattice, Soura served as the CTO and Head of HR for Glocal Healthcare, where he spearheaded the creation of LitmusDx, India’s first indigenous clinical decision support system. He also oversaw the commissioning of a 100-bed hospital that provided critical care and enabled access to zero-cost insurance for patients living below the poverty line.

Beyond his executive roles, he collaborated with the Consortium of Affordable Medical Technologies (CAMTech) to popularize medical technology hackathons in India. This initiative, funded by USAID, introduced design thinking and co-creation to over 2,000 young professionals, accelerating the pace of innovation in the healthcare sector.
